Find Oceanwalker Gargan (Storm Sea  at -1595, 981, 35  •) .

You say, 'You said two things? What's the other?'
Oceanwalker Gargan says, 'Aye. The other thing's a bit more delicate, and a bit further away. A tribe of peacefull gnolls lives in Starfall. Their oral histories go back ages--they ain't much fer buildin' things, but they know a lot about a lot. Go there, puzzle out what they need. You may need to earn their trust by weeding out their enemies before they talk. If'n that's the case, then ye've got full leave to do it.'
Note: You may need to raise your faction with the Deepwater Tribe by killing Liodreths of The Paw or Tarxan. Invisibility may allow you to do this with a faction lower than indifferent.

Find A gnoll priestess (Lake Starfall) (Lake Starfall  at 239, 2179, 58  • West wall Gnoll camp, Stands in front of the pillar) .

You say, 'The Council of Innovation sends its greetings, and would like to extend a formal offer of friendship.'
a gnoll priestess says, 'The Council of Innovation? Bark! We know little of your group, but perhaps you can teach us, no? Consider your offer cautiously accepted. We have always been friendly to outsiders--it is our way, even if they often betray our trust. Perhaps your group has a similar philosophy.'

You gain faction experience!!

You say, 'Hail, a gnoll priestess'
a gnoll priestess says, 'Bark! Hail, <Player Name>! Please come to our village in peace, it is our way. Do not mistake us for our cousins in the depths of the Maw, or the violent plaguewind that roam the badlands.'
You say, 'Could you tell me more about your people?'
The gnoll priestess reclines on the altar, draping her arms across her knees. 'First, tell me about yours. If we're to be allies, I'd like to know more about you.'
You say, 'The Council of Innovation is...'
You say, 'The Council of Innovation isn't one people. Rather, it's a loose orginization of like minded members of many peoples. Everyone from every race is welcome, so long as they have an open mind and a willingness to learn. We work through knowledge for the betterment of all.'

a gnoll priestess says, 'Mrr... a noble purpose, but how much do you really fulfill it? Gathering knowledge, finding 'like-minded people', sure. Bark! But helping people? What, specifically, has your group done for 'the betterment of all'? Not you, just your organization.'

You say, 'Er, I don't know off the top of my head...'
The priestess laughs, waving dismissively with her hand. 'Bark! I Didn't expect that you would, I just wanted you to think about it. I'm sure *you* have done plenty, but you would do plenty on your own, wouldn't you? So would everyone in your group, no? So what use is your group?'
You say, 'We often work together to reach complex goals.'
a gnoll priestess says, 'Bark! Is that so?' She folds her hands under her muzzle, grinning predatorially at you. 'Then we've reached the crux of my question: Why are you, alone, here for all your group? Does it only take one person to forge an alliance between my people and your Council?'
You say, 'I... I don't actually know.'
The priestess smiles wanly. 'The answer is that your Council probably doesn't consider us important enough for an actual partnership. The view us as simple, irrelevant--and honestly, to you, we probably are. You came here to learn, not to gather like-minded people to your cause, and not to forge a meaningful alliance.'
You say, 'I hadn't thought of it like that.'
The priestess stands, nodding. 'I don't blame you, understand. But...' She pauses, shrugging. 'I *had* allowed myself to hope for more. Bark!'
You say, 'I can talk to them, see if I can't change their minds.'
a gnoll priestess says, 'Perhaps, but in honesty, if you want to help, we need it more here.' The priestess looks off to the northeast. 'The plague has demolished my people, <Player Name>. We lost everything. We can only hope to gather survivors here and rebuild, but in order to do that, we must deal with the plaguewind.'

Return to Oceanwalker Gargan.

You say, 'Hail, Oceanwalker Gargan'
Oceanwalker Gargan says, 'Hah! You're a sight fer sore eyes. Not many Council folk come down here, what cause there ain't much to see!' He claps you on the back, laughing heartily at his own joke. 'Ye lookin for a spot o work?'
You say, 'I spoke with the gnoll priestess in Starfall.'
Oceanwalker Gargan says, 'Oh? And what'd tha little lady say?'
You say, 'She pointed out that the council was being less than forthright with their offer. They don't really want a meaningful partnership with the gnolls, primarily because they consider the gnolls unimportant and small. They're curious about her peoples' history and traditions, sure, but they don't respect the gnolls enough for anything more.'
Oceanwalker Gargan says, 'Ehh... well, er, hm.' Gargan scratches the back of his head. 'Ah, hm.' He shrugs sheepishly. 'Truth be told, she's got us dead te rights. I'll pass the rebuke along te the Council, with your name on it, too.'
You say, 'Wait, what? Will that get me in trouble.'
Oceanwalker Gargan says, 'Lad, we were in the wrong. We might be cynical at times, but we *are* still the Council. We pride ourselves on being open to new ideas, and tha includes bein' wrong from time ta time. If anything, ye'll be rewarded.'

You gain faction experience!!
