Power Leveling

Passive Methods: These generally do not give an Assistance Penalty.
1) Out of combat heals
2) Out of combat Buffs
3) Damage shields
4) In combat Debuffing followed by a mem blur, etc.
Active Methods: These generally do give an Assistance Penalty.
1) In-combat healing
2) In-combat Buff
3) In-combat Debuff
