The making of a fire bomb is a relatively complex process. To begin with, the prospective creator needs to be quite well skilled in the armor of Brewing. Secondarily, the components can be hard to get over. I will go through each component and the easiest way to acquire it...

Fire Water: This is required for each attempt at a fire bomb. It is a sulfurous and explosive liquid that I have found attainable only within the depths of the infamous Fire Grottos. I preferred to forage the stagnant pools around the lava, but some braver souls might wish to take the fire water off the denizens of the cave, as they apparently keep it for a variety of uses.

Two parts Lion Blood: Simple enough to acquire, assuming you can best a lion in a head-on-contest... I hired a local warrior for this part, myself.

Scroll of Burn: The simplest part, this can be acquired from any merchant that carries a magician's spells.

Glass Vial: A well-crafted vial is required to hold the volatile brew. A potter will be able to make such a vial.
