This page is screwed up. There are two effects possible on items with regard to instrument skills:

1. Skill modifiers
2. Instrument modifiers

Skill modifiers add +n to the skill (improved chance of not missing notes, etc.) Instrument modifiers add +p% to the effectiveness of the songs of that type

This page should reflect that discrepency, and automatically link items of both types. Other instrument skills should do the same, but I'm not aware of that many +n type skill mod items for bards other than singing.

Nevertheless, items with +n (such as Cap of Singing Sorrows) should have skill mods on them, not instrument mods, and this page should reflect that accordingly.
