The number of turn-ins for this bounty quest is unlimited. The level limit for this bounty quest is <=39.

You should kill Frilakh lizardmen for their tails until you can no longer raise your faction with the Residents of Kelethin (This will not take long). Then begin turning in tails. Your race, class, and alignment/religion affects how many tails you will need.

The residents of Kelethin are offering a bounty for every Frilakh tail you bring me. In addition your help will increase your standing in the eyes of the citizens!'
