Find Lyjan Vahl (The Mountain Crags of Tarhyl at 2400, 600 • Warrior Guild).

Lyjan Vahl says, 'This confirms it, even the citadel is poisoned and dying. The militiamen loyal to Hrata are paid in disease and treachery. And at the center of it all, this Ghulura, a recluse queen that refuses to even see her people, interacting only through foul... servant-things. This will not stand, <Player Name>.'

You say, 'And neither will she, not for long.'

Lyjan Vahl says, 'My thoughts exactly. Kill her and search her for some manner of enchanted scroll, Hyvek insists you'll find one. Search the Runnyeye butchers too, while you're there--that's not related to our overall mission, but I rather like the axes they carry.'

Gather and give Lyjan Vahl:
