The Mansion of Portals can be found on top of the tower on the island east of the underwater caverns.
It should be noted the underwater caverns are trapped, with a root spell that removes all enduring breath forms. As well the Blackscale have a presence here along the Obsidian Shard Mountains. Proper precautions should be taken.
To the south of the lake there is a camp of artificers which can give class specific quests.
