The Blackscale Quartermaster can make their blessing into armor with a couple of leech hides and the skull of a froglok for a buckle.'

Blackscale Order Quartermaster says, 'Don't know how you shaman's do it, can't make armor outta any tree bark 'cept the kind you bring to me, me tried plenty! Oh well, here you go dis special tree bark makes good armor, should last long time. Take and show old Grekal what a good job I do, maybe he teach me how to get special tree bark too.'

You receive Mossy Bark Leggings from Blackscale Order Quartermaster.

Give Mossy Bark Leggings to Spirit Talker Grekal.

Spirit Talker Grekal says, 'The tree spirits saw fit to aid you then <Player Name>? Good, treasure the protection they have lent you and remember its this lesson.
