This effect is found on many items. When worn, an item with recovery will grant increased hit point regeneration at a rate of +1 per level of recovery. So, an item with Effect: Recovery III will grant the wearer an extra 3 hit points per tick. There is a limit on the amount of recovery that a character can have. Out of combat, the highest amount of recovery that will go into effect is 60. While in combat, the cap is 30.
