Find Researcher Delig (Heartland Plateau  at 240, 2560  • Council of Innovation camp in the far west caves) .

You say, 'Hail, Researcher Delig'
Researcher Delig bows formally as you approach, 'Hail to you too. I am Delig, Researcher of the Council of Innovation quests. I lead the excavation of these caves.'
You say, 'What is the purpose of this excavation'
Researcher Delig shakes their head, 'I am afraid that I cannot share that with an outsider.'
You say, 'Tell me about the other factions in the region'
Researcher Delig says, 'Well... there are two of them, the Silver Crown Trading Coalition, and the Order of the Blackscale. Then there is the natives. Which one do you want to know about?
You say, 'Tell me about the Silver Crown'
Researcher Delig says, 'The Silver Crown Trading Coalition originate from Erudin. They were the primary proponents for the construction of Newport. As far as I understand, they consider themselves to have a legal claim to this land, as the first who explored it in recent times - never mind that the natives have been here for at least dozens of years. I believe they are mainly interested in the Plateau's natural resources.'
You say, 'Tell me about the Blackscale'
Researcher Delig says, 'A nasty lot. Apparently named after its Iksar founder, who broke off with the majority of Iksar and Trolls after the Return in order to settle Grobb. They respect nothing expect power and strength, and whatever motives they have for this Plateau, they will invariably be militaristic.'
You say, 'Tell me about the natives'
Researcher Delig says, 'We haven't spoken much to the natives - the dryads - as they seem rather wary of all the strangers to their homeland. Unsurprisingly enough. We don't want them any ill, however, though I'm not sure the same can be said for the other factions.'
You say, 'Tell me about your faction'
Researcher Delig says, 'The Council of Innovation quests was formed in 45 A.F. by a group of Underhill scholars and magi-mechanics who were united in the belief that machines - clockworks, steam engines, all the great works of the Gnomes - hold the key to a far brighter future for Dalaya. At first, the Council operated solely from and around Underhill and consisted entirely of gnomes, but in time scholars, intellectuals and mages from other races came to join in the research.'
You say, 'Go on'
Researcher Delig says, 'The focus of the Council expanded to not only the clockwork machines of Underhill, but to understand and harness all the great machinations of Dalaya - the systems that allow it to persist as a living world. We are devoted to the research and creation of systems, machines and orderly structures so that all of the races may know better standards of life and have a higher understanding of the world around them. Our purpose here in this land is to research, study, and preserve - not to upset the natives or harvest the Plateau's resources.'
You say, 'Can you be more specific about your ideals?'
Researcher Delig says, 'Very well. We uphold the ideals of a GOOD alignment, regardless of personality. We pursue knowledge and progress for a greater good. We are opposed to unjust systems and laws. We believe that all sentient lifeforms on Dalaya should be given a chance to live in peace but we are not opposed to the use of force against those who bring it against us or other innocents. Does this sound appealing to you?'
You say, 'Yes, it does.'

You have learned of the Council of Innovation quests and their ideals.

Researcher Delig smiles, 'Perhaps you should consider the thought of allying with our faction, then. We could certainly use the help.'
You say, 'I want to join the Council of Innovation quests'
Researcher Delig bows formally to you once more, 'Then right here and now I will accept you into our ranks as an Associate. I see your good intentions, and I feel the Council can make use of them. Please return to me if there is something I can assist you with, or if you would like to discuss acquiring a higher rank in the Council.' he pulls out a small badge, 'This will mark you as one of us. Wear it proudly!'
